Entropic Uprising supports this heavily by running tons of Wheels (Runehorn Hellkite, Dragon Mage, Wheel of Fate, Windfall, Ancient Excavation, Whispering Madness) and then a bunch of ways to take advantage of all those discarded cards / filled graveyards with stuff that reward you for your opponents discarding (Nath of the Gilt-Leaf, Sangromancer, Waste Not) or for having filled graveyards (Guiltfeeder, Spellheart Chimera, Worm Harvest, Ghastly Conscription)
Though there are rarer cards in the set, its clear that fans are very keen to get their hands on these particular variants
Although, Id prefer playing it as a creature in a Davros, Dalek Creator deck

Worldwake (2010) brought Card not found, which requires an Island, so its basically half blue and probably pretty playable in Limited, although not having played that specific format, I cant be sure
