Gardevoir's Ability is called Bright Heal and says that once per turn you may heal 20 damage from each of your Pokemon

But Tony starts only with 6 bounties on his permanent signature and he has VERY limited ways to replenish them (Either through revealing his Elder Sign or defeating an enemy with one of his Colts, but that requires the enemy having a bounty on them already, so it's more like recycling already put bounties than anything else), so blowing them all at once will take away his extra action, and the extra to-hit bonus on his signatures doesn't matter too much because he already has 5 Fight anyway, which is enough to be reliably accurate in combat in all but the highest difficulty settings
That is great in Rakdos with Cabal Coffers and Urborg, Tomb of Yawgmoth or with Gruul's ramp like Cultivate and Rampant Growth and Explosive Vegetation to reliably get to that 8 mana
